During a meeting on Saturday with Vice President Pence, White House adviser Jared Kushner, Homeland Security Secretary Kirstjen Nielsen, and Mulvaney, Democrats pushed for details on how the president will spend the money he has requested.

Rep. Adam Smith (D-Wash.), chairman of the House Armed Services Committee, told CNN on Monday that while Trump could declare such an emergency, it would nearly certainly be challenged in court.

The White House warned again that the shutdown could last for some time while suggesting that the offer of a steel barrier was an olive branch to Democrats. He also said he could declare a national emergency to build the proposed border wall without the approval of Congress.

Trump's visit to the border would come in the midst of what is now a 17-day partial government shutdown centering on a dispute over his demand for more than $5 billion in funding to build a barrier to block migrants, a lot of them from Central American countries, from crossing into the United States.

"If he has to give up a concrete wall, replace it with a steel that Democrats can say, 'See?"

"Let's get those reopened while the negotiations continue", she told NBC. We are now planning a Steel Barrier rather than concrete.

'It'll be less obtrusive and it'll be stronger, ' he added. US law and and court orders make it hard to quickly deport these families or detain them for an extended period while their asylum claims are adjudicated.

Acting chief of staff Mick Mulvaney, in an interview with CNN's "State of the Union", accused Democrats of being there to "stall". In his announcement speech during that election, Trump had promised that "I would build a great wall, and nobody builds walls better than me, believe me, and I'll build them very inexpensively".

The talks will resume on Sunday afternoon but with both sides apparently refusing to budge there is little sign of any breakthrough.

As the shutdown continues, more Americans are beginning to see its effects. He said Trump was willing to forgo a concrete wall for steel or other materials.
