Trump last week met with Pelosi and Schumer in front of television cameras and said he'd be proud to take responsibility for shutting down the government over border protection funding.

"The only way to stop drugs, gangs, human trafficking, criminal elements and much else from coming into our Country is with a Wall or Barrier", he said Sunday on Twitter.

An estimated 800,000 federal employees may be impacted by the partial shutdown, either by having to work during it while their pay is withheld until it ends or by being furloughed.

Those deemed "essential" are spared but employees of the rest (around 40%) are placed on unpaid leave and told not to work. The Senate has passed legislation ensuring that workers will receive back pay.
