Trump sensitive to criticism about so-far failed border wall promise

The turn of events kick-started negotiations that had been nearly nonexistent since last week's televised meeting at the White House, when Trump neither accepted nor rejected the Democrats' offer.

White House counselor Kellyanne Conway told "Fox & Friends" Wednesday morning that President Trump is not backing down from his push for the border wall and border security despite appearing to back off of his threat of a government shutdown over the issue.

Senate Majority Leader Mitch McConnell announced on the Senate floor Wednesday that he would be introducing a short-term bill that would fund the government through February 8.

The outcome would temporarily break an impasse that threatened to close large portions of the government this weekend and send hundreds of thousands of federal workers home without pay just before Christmas. Later, she said Trump has asked all federal agencies to identify funds that could be redirected to his border barrier project. Democratic congressional leaders, Schumer and Rep. Nancy Pelosi, have proposed no more than $1.6 billion, as outlined in a bipartisan Senate bill. "He has a responsibility to keep the government moving and he has a responsibility to get border security", Conway said.

Despite aides signaling an impending concession on the border wall, the President outwardly insisted Wednesday that the wall will be built "one way or the other".

And Trump has publicly embraced the idea of shutting down the government if he doesn't get funding for the border wall, declaring in front of cameras in the Oval Office that he would be "proud" to do so.

But that has a big catch: the U.S. Constitution gives Congress the power to determine how taxpayer funds are spent, meaning lawmakers - including a Democratic-controlled House Appropriations Committee come January - would have to approve what's called a "reprogramming" request to repurpose funds allocated for other things.

The GOP president was mum about lawmakers' efforts Tuesday to find a way to keep several unfunded departments open beyond Friday night, telling reporters "it's too early to say" what he might sign.

The Senate's top Republican and Democratic leaders began negotiating new proposals, and talks were expected to continue. "At the end of the day we don't want to shut down the government, we want to shut down the border".

Senate Minority leader Chuck Schumer of NY said Democrats oppose Trump's border demands because the wall is "inefficient" and because Trump, as a candidate, promised that Mexico would pay for it, which Mexico has refused to do.

Trump had neither accepted nor rejected the Democrats' proposal as of Friday, according to the Democrats, telling them he would take a look.

About one-quarter of the government would be affected, including the departments of Homeland Security, Transportation, Agriculture, State and Justice, as well as national parks. "That's not going to pay for the wall".

"Who would want to shut the government down?" he said.
