The report concluded: "North Korea's decommissioning of the Sohae Satellite launch facility, whilst gaining much media attention, obscures the military threat to United States forces and South Korea from other undeclared ballistic missile bases".

In reports released by the Washington, D.C. -based Center for Strategic and International Studies, researcher Joseph Bermudez said maintenance and minor infrastructure improvements have been observed at some of the sites, despite the ongoing negotiations.

He added that the regime is also reinforcing protection to prepare for precision attacks from South Korea and the US and is repairing roads so that mobile launchers can move fast and fire ballistic missiles.

That dismantling started and then stalled, and the new images show serious subterfuge was underway.

The country has failed to take even the first step towards denuclearisation - providing a list of existing sites.

While US sanctions on North Korea remain in place, enforcement by traditional trading partners China and Russian Federation has relaxed since the Singapore summit, US officials have acknowledged.

They are created to enable mobile missile launchers to quickly exit the underground facilities and move to previously prepared launch sites. The Korean People's Army would typically move missile launchers from the bases to special launch sites.

North Korea has yet to prove it can successfully attach a nuclear warhead onto one of these missiles and deliver it to its target, but development work appears to be continuing.

This information is a setback for President Trump, who in recent months has boasted about the progress made after his summit with Kim in Singapore on June 12, which led, among other gestures, to the decommissioning of the Sohae missile base, in the northwest of the country in July. Senator Edward Markey, a Democrat member of the Foreign Relations Committee, said on Monday that "President Trump is getting played by Kim Jong-un".

Seoul has worked hard to revive nuclear negotiations between the USA and North Korea that have reduced fears of war in South Korea following a series of North Korean weapons tests and threats of military action by Trump past year.

The Trump administration has touched on the possibility of resuming the two major spring exercises with South Korea known as Key Resolve and Foal Eagle, the sources said.

On Wednesday, after his party lost control of the House of Representatives, Mr Trump reiterated: "The sanctions are on".

The report was released less than a week after North Korea abruptly called off a new round of negotiations with Mr Pompeo that had been set for Thursday in NY.

"President Trump has made clear that should Chairman Kim follow through on his commitments, including complete denuclearization and the elimination of ballistic missile programs, a much brighter future lies ahead for North Korea and its people", a spokesman for the State Department told the New York Times.

Beyond Parallel carried out extensive research, interviewing North Korean defectors and government and defence officials from around the world.

Three types of missile bases were identified in the photos, including long-range facilities holding weapons which could potentially reach the US.

The bases, which are scattered across the country, are located in underground facilities tunneled in narrow mountain valleys, according to the researchers.
