Theresa May's suggestion that the United Kingdom could remain attached to the European Union after December 2020 could only be an "alternative" to the backstop suggestion, Raab wrote in the Telegraph.

Irish broadcaster RTE said this would need to be negotiated as a separate treaty and would not replace Brussels' demand for a Northern Ireland-specific backstop to ensure the status quo along the Irish land border.

The prime minister is scheduled to make a statement on Monday afternoon, after intense criticism from the Tory right for appearing to have made no progress other than indicating at last week's European summit that she was open to extending the post-Brexit transition period.

Theresa May will insist the Brexit deal is 95% complete as she faces MPs after a weekend of vicious attacks from within her own ranks.

Several Conservative Brexit MPs as well as opposition leader Jeremy Corbyn asked pointed questions - which were not answered - about how much extending the transition period would cost the UK.

For his part, former Brexit Secretary David Davis said the PM has "managed to anger not just Leavers but ardent Remainers as well".
