Not surprisingly, Trump's message on Labor Day was just the opposite.

Negotiations with Canada are set to continue Wednesday, Sept. 5, in the hopes of adding Canada to the deal, and lawmakers have told Trump they will only sign onto a new NAFTA deal that includes all three North American nations.

"If we don't make a fair deal for the USA after decades of abuse, Canada will be out", Trump said via Twitter, threatening to terminate the 24-year-old trilateral trade deal.

"Congress should not interfere [with] these negotiations or I will simply terminate NAFTA entirely [and] we will be far better off".

And, while not all experts agree, he said he believes Trump would need congressional approval to end the agreement.

He said the United States would have to give six months notice to both Canada and Mexico if it intends to withdraw.

Talks on a new trade deal started a year ago but bogged down over U.S. demands, including some meant to return manufacturing to the United States.

Talks on renegotiating the NAFTA began in August 2017 as Trump threatened to withdraw from the trilateral trade deal, which he claimed harmed US industries and jobs.

Trumka echoed Trump's sentiments about the negative impact of NAFTA, while noting much work remains before the deal with Mexico is finalized. But both the USA and Canada are facing their own pressures.

He said in a tweet issued on Saturday that it would be left of the new NAFTA if "fair deals for the US" isn't reached.

At this key time, Canada can not let up on its targeted cultivation of US contacts, former Canadian diplomat Colin Robertson said, in order to keep pressure on the White House not to leave Canada by the wayside.

He urged the crowd to not let Trump or anyone else divide Americans based on race, religion, nationality or sexual orientation. Nieto's successor, Andrés Manuel López Obrador, has had representatives at the U.S. -Mexico talks, but if the deal is not signed before he takes office he could add new demands and complicate the deal. And Congress, which has to approve any NAFTA rewrite, might refuse to endorse a deal that excludes Canada.

In addition to pushing the anti-worker Republican tax law which passed last year over the objections of 55 percent of Americans, Trump has presided over an economy in which real wages have fallen in the last year while repeatedly insisting that exactly the opposite is happening.

'If we don't make a fair deal for the USA after decade of abuse, Canada will be out. Ottawa does have other complaints. The Canadian government found it hard to agree to the US' demands once they were reported in domestic media.

Experts have said the flashpoints include trade barriers that protect Canadian dairy farmers and Ottawa's insistence on keeping Nafta provisions for resolving disputes.

"I also strongly urge Canada to step up and demonstrate that it can take on the ambitious obligations of the agreement with the aim of concluding a modern, seamless three-way agreement", he said.

In June this year, Washington introduced a 25-percent tariff on steel imports and a 10-percent tariff on aluminum imports from Mexico, Canada and the EU.
