The charge against Mr. Patten stems from the special-counsel investigation of Russia's interference in the 2016 USA presidential election, which includes a case against Mr. Manafort.

The charges are spelled out in a criminal information, which often precedes a guilty plea.

"Justice Department prosecutors alleged that Patten, through an entity referred to as "Company A", partnered "50-50" with a Russian national for lobbying work conducted on US soil, which included "[advising] the pro-Russian Ukrainian party Opposition Bloc" and a "prominent Ukraine oligarch". Manafort, who was one of President Donald Trump's campaign chairmen, was found guilty this month in Alexandria, Va., of tax and bank fraud charges.

According to the indictment, Patten received $1 million for lobbying work for a Ukrainian opposition party, without properly registering as a foreign lobbyist.

Prosecutors say that Patten "solicited a United States citizen to act as a "straw" purchaser" in order to hide the source of the money for the tickets. Patten's company was involved in lobbying work in the United States and Ukraine, prosecutors said, adding that he failed to register as a foreign agent with the Justice Department as required by law.

The complaint says that Patten worked with a person identified only as Foreigner A as part of the lobbying and political consulting business.

According to the complaint filed in federal court, Patten worked on behalf of the Ukrainian political party Opposition Bloc between 2014 and 2018, without disclosing the work to the US government as required under the Foreign Agents Registration Act.

The Patten case was referred by special counsel Robert Mueller's team to the United States Attorney's Office in Washington, said Bill Miller, a spokesperson for the office.

Patten has been listed as an associate of Konstantin Kilimnik, who oversaw Manafort's office in Ukraine, and has been identified by prosecutors as linked to Russian intelligence.

Michael Zeldin, a former federal prosecutor, predicted Patten will be a witness in the trial.

According to the filing, Patten also drafted op-ed articles for the oligarch and succeeded in having at least one published by a national American media outlet in February 2017. Their names made headlines past year when it emerged that Manafort may have been trying to use his elevated role on the Trump campaign to resolve a longstanding financial dispute with Oleg Deripaska, a Russian-Ukrainian oligarch and aluminum magnate.

Patten was informed in writing of the ban, court papers say.

Berman Jackson confirmed that he had signed every page of his plea agreement and charging documents with "a squiggle".

Patten, 47, reached a plea deal with the Justice Department. The charge carries a maximum penalty of five years in prison, but both sides agreed there is no recommended sentence under federal guidelines.

Patten was released on his own recognizance but can not travel outside the D.C. area without notifying the court.

After the congressional testimony, Patten then destroyed documents relating to his foreign work.
