Why Trump's executive order "hasn't solved" issue of family separation

U.S. President Donald Trump and Chinese President Xi Jinping

Trump issued an executive order Wednesday aimed at reversing his own policy of taking immigrant children from their detained parents, but emotions remained high.

"Right now we have the lawful authority to detain a family unit together for up to 20 days", Hamilton told reporters on a conference call following the signing of the order.

The House will also vote on a more hard-line immigration proposal favoured by conservatives.

Administration officials were unable to clarify whether family separations would end immediately or when and how families now separated would be reunited. "Reunification is always the ultimate goal of those entrusted with the care of" unaccompanied children and "the administration is working towards that" for those in custody.

President Donald Trump's executive order on Wednesday ended his Administration's policy of separating migrant children from their parents at the U.S. -Mexico border - but did not address the 2,300 immigrant children who have been taken from their families since early May.

Videos of youngsters in cages and an audiotape of wailing children have sparked anger at home from groups ranging from clergy to influential business leaders, as well as condemnation from overseas.

Trump's wife, Melania Trump, in private conversations with the president, urged him to do something to end the humanitarian crisis, a White House official said.

Townsend said it's not expected that Mr. Trump will change his policy.

"The U.S. authorities create different files for the children than for the parents, and it's very hard to follow up on those cases", Torres said. My wife feels very strongly about it.

"Well I'm going to go very shortly for authorisation that when countries abuse us by sending their people up, not their best, we're not going to give any more aid to those countries".

Trump's plans to sign an executive order appeared to catch legislative leaders off guard.

The lawsuit adds to the legal woes facing Donald Trump's administration over its immigration policies. Instinctively combative and fond of chaos, Trump usually digs in on controversial policies, rather than backing down. They want open borders, which breeds frightful crime. It was only in April when Attorney General Jeff Sessions announced a zero-tolerance policy for all undocumented border crossings that the numbers of separated families ballooned.

But the volume of condemnation on breaking up families, from inside and outside the White House, finally overwhelmed Trump. The settlement was later modified to say that children should not be held longer than 20 days. "But at the same time I think you have to understand we are keeping families together, but we have to keep our borders strong".

"It is unfortunate that Congress's failure to act and court orders have put the Administration in the position of separating alien families to effectively enforce the law", it says.

Obama did push for immigration reform in 2013, and it passed the Senate.

"If that wasn't enough to change the agreement then it's not clear why anything now would be enough either", he said.

But it remains unclear how or when the over 2,000 children already separated from their families will be reunited. The adults went to one place to await criminal charges, while their children were sent to another facility. Neither, though, did it require parents to be kept in detention, apart from their children.

Since May 24, representatives for the Texas Civil Rights Project have interviewed more than 300 adults who were separated from their children, younger siblings, nieces or nephews by border patrol officials.

In another Thursday tweet, Trump also lashed out at Democratic leaders on the border issue. Party leaders, including Trump and House Speaker Paul Ryan, have lobbied lawmakers this week in hopes of securing their support for the legislation.

But even Trump's visit left lawmakers uncertain because he said he supported the compromise bill as well as a rival conservative measure that is also coming for a vote Thursday.
