German news agency dpa reported that police confirmed arrests in connection with the half-marathon but gave no further details. German police have detained four men, one of whom they suspect of planning knife attacks at today's Berlin half-marathon, the newspaper Die Welt reported in its online edition.

Two people were killed when the driver mowed down dozens before killing himself.

The driver committed suicide inside the van, police said.

Meanwhile, investigators are still trying to establish the motive for the ramming.

The man was believed to be a German citizen, he said.

"We have to wait, and we are investigating in all directions", Reul said, adding that it was clearly not an accident. The victims were a 51-year-old woman and a 65-year-old man, both from Germany. Their names weren't given as is customary in Germany.

As well as the dead, police said 20 were injured - six of them seriously - amid the broken and upturned tables and chairs seen strewn across the pavement in images of the scene.

Police spokesman Peter Nuessmeyer told The Associated Press that he could not confirm German media reports that the perpetrator reportedly had psychological issues.
