Speaking in the Cabinet Room in the White House with Republican and Democratic lawmakers, Trump urged people to "put country before party" but said he would not protect hundreds of thousands of young undocumented immigrants from deportation without funding for a border wall along the US-Mexico border and a series of immigration changes.

The immigration negotiations are part of a broader series of talks over issues ranging from funding the federal government through next September to renewing a children's health insurance program and giving US territories and states additional aid for rebuilding following last year's hurricanes and wildfires.

"I don't think we're just going to be able to solve border security with a physical barrier because people can come under, around it and through it", said Sen.

Speaking to reporters a day before a White House meeting on immigration, Cornyn said Democrats won't agree to new spending caps for domestic and defense programs that are key to writing a broad spending bill for this fiscal year.

But lawmakers said that is not likely at Tuesday's meeting as they consider options for resolving the standoff with Trump.

"I've never seen the activists push so hard against a deal", said Eddie Vale, a Democratic activist coordinating immigrants' rights efforts on Capitol Hill.

House Republicans said they planned to soon introduce legislation to address border security and the young immigrants.

The president appeared to acknowledge the potential political pitfalls of pursuing a more permanent deal, telling the lawmakers, "I'll take all the heat you want".
