States should have the right to set the rules for carrying concealed weapons in their borders, and they traditionally have done so.

The House passed a bill December 6 that would make permits to carry a concealed weapon issued in one state valid in all other states, similarly to how driver's licenses are recognized across state lines.

The effect of the bill would be to create what amounts to a national gun license that must be recognized even by states with far more sensible, restrictive gun controls, like New Jersey.

The legislation, Concealed Carry Reciprocity Act of 2017, makes the concealed carry permit of one state valid in the other 49.

The bill was linked with legislation to improve the national background check system for gun purchases, a measure that has rare bipartisan consensus. This country has the highest rate of gun ownership in the developed world.

Both parties saw defections with 14 Republicans- including the head of the Congressional Second Amendment Caucus, U.S. Rep. Thomas Massie of Kentucky- casting "no" votes while six Democrats jumped ship to support the bill.

The point of the policy is to effectively override state-based conceal-carry restrictions. Federal law prohibits convicted felons from buying firearms.

Gabrielle Giffords, who left the House after becoming a victim of gun violence in her home state of Arizona and started a gun-control group, said that "Congress has failed the American people" and moved toward making the country less safe.

"Establishing nationwide reciprocity will streamline regulations allowing permit holders to cross state lines without the worry of breaking the law", Rep. Claudia Tenney, R-New Hartford, said in a statement.
