In no uncertain terms, the Center for Constitutional Rights, which has defended Guantánamo detainees, denounced President Donald Trump's suggestion that he would "consider" sending the suspect to the prison.

Civil rights advocates are pushing back against President Donald Trump's knee-jerk reaction to Tuesday's attack in New York City and for saying he would "certainly consider" sending Sayfullo Saipov, the suspect being held for the murder of eight people, to the US offshore prison at Guantánamo Bay.

She added that the White House would consider the suspect, Sayfullo Saipov, to be an "enemy combatant" but would not necessarily consider prosecuting him under that status. "It doesn't work well, but it beats the hell out of Miranda rights".

Tuesday's attack in New York City also gave the President, and other Republicans, an opportunity to promote a counter-insurgency approach to criminal justice.

According to the Times, no one arrested on US soil has ever been sent to Guantanamo.

"I am going to ask Congress to immediately initiate work to get rid of this program, diversity lottery", Trump said. He was a permanent legal resident here.

Trump stated that his administration was "today starting the process of terminating the diversity lottery program". "Sounds nice. It's not nice".

Trump's comments came after a slew of early-morning tweets railing against the suspect and against Senate Minority Leader Chuck Schumer, who played a key role in shaping the legislation creating the diversity visa lottery. The bill passed with bipartisan votes and was signed into law by President George H.W. Bush.
