In a speech Wednesday, President Trump cited the 1986 tax reform as a model for the kind of bipartisan effort he wants this fall, but in a 1999 op-ed he called that bill "a catastrophe".

White House officials said Tuesday that the president would discuss the need for tax reform but would not provide policy details.

"Trickle-down economics didn't work in 2001 and 2003 and it won't work now", he said.
