Trump elevates US Cyber Command to independent status

"The elevation of United States Cyber Command demonstrates our increased resolve against cyberspace threats and will help reassure our allies and partners and deter our adversaries", President Donald J. Trump said in a statement released by the White House.

He did not rule out that Rogers could be the nominee to head Cyber Command.

The announcement means United States cyber command may eventually be split off from the intelligence-focused National Security Agency (NSA).

"Through United States Cyber Command, we will tackle our cyberspace challenges in coordination with like-minded allies and partners as we strive to respond rapidly to evolving cyberspace security threats and opportunities globally", said the U.S. president.

With the elevation, Cyber Command takes its place among the other unified commands, which include the regional commands that divide up military responsibility around the globe, as well as functional commands including Special Operations Command, Strategic Command and Transportation Command. The decision by Trump signals a recognition of the increasing importance of cyberspace operations to the American military.

The intention to make Cyber Command an independent unit in the military left Rogers' status unclear. The NSA and Cyber Command will continue to share the headquarters at Fort Meade, Md., outside Washington, and to be lead by the same commander, now Adm. Michael Rogers, a veteran military intelligence officer.

Eight years after the creation of Cyber Command, its relationship with the NSA has come under strain.

"This decision is a significant step in the department's continued efforts to build its cyber capabilities, enabling Cyber Command to provide real, meaningful capabilities as a command on par with the other geographic and functional combat commands", Rapuano said.

Cyber Command was established by the Pentagon in 2009 to improve the Defense Department's digital operations.

Congress put limitations on the administration's ability to split the dual-hat structure, requiring the chairman of the Joint Chiefs of Staff and the defense secretary certify that the arrangement would not "pose unacceptable risks to the military effectiveness of CYBERCOM".
