Philippines to host international summit with focus on security

The two held talks on Sunday on the sidelines of an Asian regional gathering in the Philippines, and as investigations into Russia's meddling in the 2016 U.S. presidential election push ahead.

Speaking at the ASEAN Regional Forum in the Philippines Monday, US Secretary of State Rex Tillerson said he told Russian Foreign Minister Sergei Lavrov that "meddling in the elections is certainly a serious incident". Lavrov said he explained to Tillerson how Moscow would carry out the sharp cuts in the USA diplomatic missions, but did not publicly disclose any details. The meeting between the two envoys Sunday also followed Moscow's retaliating over the new sanctions by seizing two American diplomatic properties and ordering a huge cut in the us diplomatic staff by over 700.

Hours earlier, Lavrov said he believed his US counterpart was ready to continue dialogue with Russian Federation on complex issues despite the bilateral tensions and the imposition of new USA sanctions. The Russian deputy foreign minister also announced that "it will be hard to overcome it all if both houses of Congress do not take decisions to cancel everything that they have done concerning Russian-US relations".

Still, the Kremlin and the White House will try to move past the hurdles to work together on Syria and Ukraine. "That's just what we in the diplomatic part of our relationship are required to do".

That failure is likely to add to Russia's view that the Trump Administration is simply powerless to improve relations even when they want to, and that the pervasive anti-Russia sentiment within the US Congress will likely preclude any real rapprochement for the time being.
