House considers adding North Korea to Russian Federation sanctions bill

The White House is complaining that Russia sanctions legislation doesn't allow the president to grant waivers when sanctions are put in place

The addition of the House's North Korean sanctions bill would be yet another twist for the Senate's legislation that includes both Russian Federation and Iranian sanctions, which passed 98-2 one month ago.

White negotiations continue in the House about how to push the sanctions bill past a procedural dispute, oil and gas companies as well as other private-sector players are raising concerns to lawmakers about language in the legislation that might restrict their ability to do business with Russia-connected entities.

"Our concern is that the legislation, we believe, sets an unusual precedent of delegating foreign policy to 535 members of Congress by not including certain national security waivers that have always been consistently part of sanctions bills in the past", Marc Short, White House director of legislative affairs, said. If forced to have to consider a veto, Trump would be hard pressed to rely, no matter how much historical precedent there may be, on the valid concerns about constraints being placed on the office of the presidency, because a veto could be perceived as being "soft" on Russian Federation.

U.S. President Donald Trump said the same day that there are many areas besides Syria where the two countries can cooperate and that it would be a welcomed development. In addition to defense sanctions, the bill contains an energy component, which would impose mandatory secondary sanctions on arctic deep water energy exploration.

The latest package of sanctions was to punish Russian Federation for what the sponsors called "the violation of the territorial integrity of Ukraine and Crimea, its brazen cyber-attacks and interference in elections, and its continuing aggression in Syria".

The bill also creates a congressional review process should Trump try to ease current sanctions.

U.S. intelligence agencies said earlier this year that Russian Federation sought to help Trump win the 2016 election by hacking private emails from Democratic Party officials and disseminating false information online.

Still, Trump does have a point that his nominees have taken longer, on average, to win confirmation than any of his predecessors' picks - although it isn't dramatically longer than what Barack Obama's nominees faced in 2009.

The tweet quickly sparked a firestorm of speculation that Trump, Jr.

"If the White House is looking for the cause of the delay, they need only look in the mirror", said Senate Minority Leader Chuck Schumer, D-N.Y.

New economic sanctions on Russian Federation and Iran are missing from the list of bills the House is scheduled to vote on this week as Democrats and Republicans blame one another for stalling passage of the popular measure.
