Detectives want to question Abedi's younger brother Hashem, who has been detained in Libya, and are "engaging with" British prosecutors and Libyan authorities, Jackson said. "We do however suspect others were either aware or complicit in the knowledge of this attack".

While authorities still believe that "more arrests are possible", in the wake of the attack that killed 22 people, they're learning more about Abedi's life.

Manchester police were not immediately able to confirm the comments, which were made at a media briefing.

He continued: "We do believe that there are other people potentially involved in this".

And Mr Jackson did not rule out further arrests.

"We are now engaging with the Crown Prosecution Service and the Libyan authorities", he said. "This is a live criminal investigation where central to it are 22 murdered people with grieving families".

Now Greater Manchester Police hope to speak to Hashem as part of their investigation.

However, he did give some detail about what detectives had discovered so far.

The bomb had a "devastating" impact and gouged out a section of the concrete floor of Manchester Arena in the heart of the city.

The suicide bomber, Salman Abedi, aged 22, was not part of a terror network, police said, but others may have known that he was going to launch an attack. They're working with the Libyan government to have Abedi's brother Hashem turned over as well.

"At it stands 23 people have now been arrested in connection with this investigation, of which two were quickly de-arrested, and 20 were released without charge", according to a police update Friday.

Mr Jackson said Salman Abedi travelled to Libya a number of times and they were investigating how he obtained the skills to make a bomb.
