The settlement is expected to be formally announced later today, the AP said.

The news from sources that Omar Khadr has cashed a cheque from the government of Canada for $10.5 is likely to rekindle the debate raging over the settlement.

The Liberal government refused to officially disclose the the amount of the legal settlement despite the figure being widely leaked to numerous media outlets.

"On behalf of the government of Canada, we wish to apologize to Mr. Khadr for any role Canadian officials played in relation to his ordeal overseas and any resulting harm", the official apology stated.

In 2002, Khadr was 15 when he was captured by US troops in Afghanistan after a battle near a suspected al-Qaida compound led to the death of USA special forces medic Army Sgt.

"The Supreme Court while acknowledging that Canadian officials acted improperly, did not speak to remedy", he said.

The widow of Speer and another American soldier blinded by the grenade in Afghanistan filed a wrongful death and injury lawsuit against Khadr in 2014 fearing Khadr might get his hands on money from his $20 million wrongful imprisonment lawsuit. "I really hope that the talk about settlement or the apology does not cause people pain and if it does, you know, I'm really sorry for the pain".

In 2010 he pleaded guilty to charges including murder, and was sentenced to eight years plus the time he had already spent in custody. He said he rejects violent jihad and wants a fresh start to finish his education and work in health care. The battle, during which Khadr threw a grenade, ended in the death of US special forces soldier Chris Speer and the wounding of another USA soldier, Layne Morris.

Khadr's camp has won several legal victories arguing his Charter rights were breached, including at the Supreme Court level.

Khadr said his confessions to United States officials were made under duress.

Mr. Goodale also denied that federal lawyers had tried to circumvent an emergency junction that the two Americans were seeking in a Toronto court to stop the $10.5-million payment.

"The administrative management of the case was according to normal practices and procedures and had nothing whatsoever to do with any other legal proceeding", Mr. Goodale said. Khadr's lawyer, John Phillips, provided no comment when questioned by the Globe and Mail as did Canadian justice department lawyer Barney Brucker.

Although Khadr received the money because the Supreme Court of Canada denounced his treatment at the Guantanamo Bay detention facility as "oppressive", it did not recommend any financial compensation. The evidence was then shared with US intelligence officials.

In light of news reports about the payouts, Justice Thomas McEwan asked what relief was being sought, Winer said he wished to go ahead with the application filed June 8 but needed to serve Khadr's lawyer, Nate Whitling, who is in Edmonton. It ordered Khadr to pay $134 million.
