Kansas Tax Cuts Rolled Back With Override of Veto

Brownback, a US senator for more than a dozen years before winning election to the governorship in 2010, successfully pushed early in his tenure for a package to comprehensively slash Kansas tax rates.

Kansas's legislature voted to hike taxes this week, with Republicans revolting against a years-long string of taxes pushed by Republican Gov. Sam Brownback that left the state with huge budget shortfalls.

The tax increase was created to also cover extra aid to the state's 286 local public school districts.

The governor refused to take questions after making his statement. The New York Times called it, "a shocking rejection of the tax-cutting experiment Mr. Brownback had held up as the centerpiece of". Even conservatives who still espouse lower income taxes cite problems with Kansas' program.

"I think it's very exciting that Kansas is turning the page on the tax experiment". In February, he vetoed a bill to raise more than $1 billion in tax revenue, and he struck down the legislature's attempt to expand Medicaid under the Affordable Care Act a few weeks later.

In March, the Kansas Supreme Court ruled that the state had failed to fund public schools by hundreds of millions of dollars per year. Brownback exempted small-business income from taxation entirely, opening what analysts described as a loophole, in which individuals represented themselves as small businesses to qualify for the tax break. Before GOP Gov. Terry Branstad resigned last month to become US ambassador to China, that state's Republican Legislature approved a raft of conservative legislation, including anti-union and anti-abortion measures. It eliminates some of the benefits the rich enjoyed under Brownback's policies and raises their rates, while also raising taxes on the poor. "A lot of people made it about me, but it's not about me". They argued that Kansas has done little to control its spending — a point many Democrats and GOP moderates disputed. They took solace Wednesday in their belief that higher taxes will also frustrate voters enough to fuel a new rightward push to reverse elections a year ago that left the Legislature with more Democrats and moderate Republicans.

Brownback touted cuts in 2012 and 2013 as a model for other states, particularly the then-unique exemption for farmers and business owners. Jay Nixon, a Democrat.
