Texas enacts new abortion restrictions that include tissue disposal

He said Abbott sent a strong message by making the measure a priority for the special session. Lt. Gov. Dan Patrick, who oversees the Senate, said as the regular session was ending that he was effectively forcing Abbott to call a special session by not passing them - now he's gotten his wish. Greg Abbott promised to add a slew of hardline conservative items, like a so-called "bathroom bill" to discriminate against transgender public school kids, to a special session of the Texas Legislature.

The special session will begin July 18th and Abbott said the first order of business will be to tackle sunset legislation that failed to pass during the regular session. The list includes some changes to rules regulating bathroom use, though Abbott left it to legislators to decide how restrictive they should be.

The bill backed by Patrick passed the Senate in March.

Democrats unfurled statements condemning Abbott for proposing an agenda that largely appeals to Republican primary voters.

"A special session was entirely avoidable", Abbott said.

If approved by the Senate, he then would allow for consideration of almost 20 other items, including a bathroom bill.

Abbott also put anti-abortion legislation on the docket, including resurrecting Sen. Patrick says the person who stopped those items was Speaker of the House Joe Straus. Taylor's bill would have allowed health plans to cover abortions that are deemed medically necessary. Lois Kolkhorst, would have extended the work of the state's existing maternal mortality task force, which is set to end in 2019. If lawmakers are running out of time, they simply reschedule the review. The bill provides funding for medical agencies, but it expires before the next regular session.
