Trump budget chief defends plan in face of opposition

Rep. Tom Cole (R-Okla.), a senior member of the budget and appropriations committees, said that the White House budget is a "useful debating document" but that it is full of proposals that simply can not pass in Congress. Cole predicted that numerous deep spending cuts, such as those to Meals on Wheels and the National Institutes of Health, would anger Republicans and Democrats alike. Even those spending measures that could get enough GOP support to pass the House would be doomed in the Senate, where Republicans hold a slim 52-48 majority and must turn to Democrats to come up with 60 votes necessary to pass most legislation. Food stamp cuts would drive millions from the program.

-The Great Lakes and the Chesapeake Bay: Trump's budget would eliminate the Great Lakes Restoration Initiative and the Chesapeake Bay Program, saving $427 million next year.

"Among the litter of broken promises already dispersed en masse by this tragically inexperienced administration, perhaps most egregious are the violations within the document that was just released".

Give credit where it's due: President Donald Trump's first proposed federal budget is as reckless and unrealistic as he promised it would be when he was running for office.

"This is the President of the United States turning his back on our nation's poor and daring them to survive on their own".

Homeland Security Secretary John Kelly defended proposed budget cuts to state and local grant programs and a proposal to spend more than $2.7 billion to add thousands of new immigration jail beds despite steep declines of arrests along the Mexican border.

"If you're on food stamps, and you're able-bodied, we need you to go to work", Mulvaney said. Two weeks ago, Trump fired FBI Director James Comey with little to no heads-up to GOP leaders, some of whom were left struggling to explain, much less defend, the president's decision.

On taxes, Trump promises an overhaul that would cut tax rates but rely on erasing tax breaks and economic growth to avoid adding to the deficit.

Known as the Supplemental Nutrition Assistance Program, or SNAP, the program now serves 44 million people and cost $70 billion previous year.

"These cuts will push low-income Americans farther down the economic ladder by ripping apart nutrition programs that help provide a path out of hunger", her statement said.

Second, although the administration's proposal contains many good ideas, it also contains the sort of budget gimmicks that have turned previous presidential budget proposals into punching bags.

Nonpartisan experts say the gap between the White House's estimates and the Congressional Budget Office's is "the largest on record". Since health care costs have outpaced the Consumer Price Index by a wide margin every year, this amounts to decreeing an annual cutback in the level of Medicaid coverage.

This is bad news for those of us who want to see good reforms implemented, but it's good news for the swamp - which will most likely get to rule the day once again.

"There is a bipartisan desire within the Finance Committee to ensure funding for CHIP is continued and services for vulnerable children is maintained", Lawless said in a email. The proposal also includes big cuts in Social Security's disability program. "Chairman Hatch will continue to work with members and the administration to find a viable path forward".

"They've been wrong on so many things", Mulvaney said.

"Anyone who supports this budget or the rest of this administration's disturbing agenda has shown disdain for the American people", said Rep. Raul Grijalva, D-Tucson.

"I wouldn't say these funds are not very helpful for these states and localities, but I would offer that it isn't as grim as you describe if we take it away", Kelly said, responding to criticism of the proposal by Rep. Nita Lowey, D-N.Y.
