Chinese, S. Korean officials seek to mend rift with meetings

The 4th U.S. Circuit Court of Appeals on Thursday upheld a lower court that blocks President Donald Trump's administration from temporarily barring new visas for citizens

A special envoy representing Moon is due to visit China on Thursday for talks on THAAD and the overall bilateral relationship.

"From previous year, the South Korea-China relationship suffered a setback which should not have happened, and this is an unwanted situation", Wang said at the meeting.

However, the election this month of Moon as president, replacing the ousted Park Geun Hye, has cast doubt over the agreement, which both governments previously had said "resolved (the issue) finally and irreversibly".

"China is willing to enhance communication with the new government of the ROK [Republic of Korea] on these issues, firmly promote denuclearization of the Korean Peninsula and restart related dialogue at an early date", the Global Times quoted Xi as saying.

China's foreign minister has called on South Korea to resolve the issues impeding relations between the two nations, which are now "at a crossroads".

The golf course, which the Lotte Group, the country's fifth-biggest conglomerate, had owned, was designated as a site for THAAD that Seoul and Washington agreed in July past year to deploy in South Korea.

THAAD is aimed at guarding against threats from nuclear-armed North Korea, but China fears it will upset the regional security balance. South Korean businesses have faced boycotts, especially the retail group Lotte which provided the land on which the system is being constructed.

Scrapping the agreement, which he said most South Koreans can not accept, would be another move to erase Park's legacy, who sought to move past the issue that has long plagued ties between the neighbors as they try to forge efforts to end the North Korean nuclear crisis. Shares in AmorePacific 090430.KS , its largest cosmetics firm, were up 0.9 percent.

According to South Korean defence minister Han Min-goo, North Korea's nuclear program is "progressing faster than expected", saying that the latest missile was "successful in flight".

The United States, which has 28,500 troops in South Korea to guard against the North Korean threat, has called on China to do more to rein in its ally and neighbour. Trump said he expects positive results on the North Korean nuclear issue through close cooperation with the Moon administration.

A special envoy to Russian Federation is expected to head to Moscow next week.

South Korea's special envoy Lee Hae-chan, left, meets China's President Xi Jinping at the Great Hall of the People, in Beijing, Wednesday, May 19, 2017.
