On Sunday, a federal spending agreement was reached that includes a full reimbursement for the funds New York City spent on securing Trump Tower and keeping the newly elected president's family safe during his transition. Trump is expected to make a return to New York City on May 4, but might opt to stay at his New Jersey golf club instead of Trump Tower.

Mayor Bill de Blasio and Governor Andrew Cuomo, both Democrats, have said his stance on immigrants has put him at odds with a city where almost a third of residents are foreign-born.

The funding will be used to pay to better fortify the 5th Avenue tower and pay and equip those who protect it while the first lady continue to live there while the Trumps' son Barron attends school.

An additional $23 million would specifically go toward covering the costs of outfitting Trump Tower with the necessary equipment and personnel, as well as to rent space inside the building for agency personnel, according to a Homeland Security official who was familiar with the funding bill but not yet authorized to discuss it.

The security costs are unpopular in the largely Democratic-voting city.

Florida Rep. Ted Deutch, a Democrat who represents parts of Palm Beach County, the home of Trump's Mar-a-Lago resort, said the reimbursement was an "important first step" and one that should spur a conversation about Trump's security costs. The FDNY has spent at least $1.7 million since Election Day, for example.
